Having “first dibs” or just “dibs” on something means that you have the first right to it, or, to say it even more properly the right of first refusal.

This idiom is pretty widely used from the kid screaming “dibs” when the mother brings out a number of popsicles  so he/she can get to choose first and claim the most favorite flavor to business, e.g the following headline about the real estate bust: “Targeted communities get first dibs on foreclosed properties” or a statement like “the CEO gets first dips picking an office.”

Who gets first dibs, well with children it’s usually the one the claims them first and/or loudest, in a business context first dibs (or second, third, etc.) are more likely assigned do to rank and/or seniority.
